New Horse and Carriage Rules May Take Effect in 2010
The Health Department proposed new rules for the city’s carriage horses on Monday, leading to greater protection of the horses and public safety if they pass after a public hearing on February 3rd, according to Gothamist. The rules, based on findings by an advisory board composed of animal advocates and members of the horse-rental industry, include a mandatory five-week-per-year vacation for the horses, making it illegal for horses to work after 3:00 am or in hot (90 degrees or more) or cold (18 degrees or less) condition, and restrictions on smoking, cell phones, cameras, and music players for drivers.
